This is maybe not too useful, due to Windows having it built in, but this one allows more customisation, which after all, is what Rainmeter is about!
Download: I exaggerated the colours so you can see it more clearly. This ScreenSaver doesn't cover the Taskbar either. It's not too difficult to change that, I just didn't want a full height filter.

Instructions for usage:
- Best if toggled from another skin using this code on a MouseAction: [!ToggleConfig "TypeYourConfigName\ScreenSaver" "ScreenSaver v3.ini"]
- When loaded, only a filtered screen overlay is visible. Press and hold CTRL key to show the Settings button at the bottom-centre of the screen.
- Click this and it will set ClickThrough to off and show a settings panel as seen in the pic.
- Click the squares to select a preset colour for the settings panel border, then adjust with the bars underneath.
- At the bottom of this panel is another set of bars for adjusting the colour and transparency for the ScreenSaver.
